The foundations of KOSGEB were laid through the projects "Development of Small Industry Publication Services" (KÜSGET) and "Industrial Education and Development Center" (SEGEM).

In 1973, under the framework of the International Agreement between the Government of the Republic of Turkey and the United Nations Industrial Development Organization, KÜSGEM was established as a pilot project within the Ministry of Industry and Trade in Gaziantep. It began providing services to small-scale industrial enterprises through shared facilitation workshops. These activities were later assessed, and on June 17, 1983, the "Development of Small Industry Publication Services" was approved by the Council of Ministers' Decision No. 83/6744, leading to the establishment of the KÜSGET General Directorate.

KÜSGET provided technical consultancy services through Small and Medium-Sized Enterprise Development Centers. It implemented modern management principles in these enterprises and worked to establish and spread awareness of world-class quality, enhance technological production levels, increase employment capacity, and strengthen the technical infrastructure for acquiring contemporary management skills.

With the Council of Ministers' Decision No. 7/16728 dated November 10, 1978, the "International Agreement on the Provision of Industrial Education Services" was approved and enacted, leading to the establishment of the SEGEM General Directorate.

SEGEM organized numerous training programs to meet the educational needs of SMEs. Emphasizing the importance of education, SEGEM aimed to promote lifelong learning among employees and managers of small and medium-sized enterprises.

Due to the periodic nature of the services provided by KÜSGET and SEGEM, their inability to sufficiently meet the national demand, and other reasons, it was decided to merge the two organizations under one roof to form a more comprehensive, nationwide, and continuous service structure. Consequently, Law No. 3624 on the "Establishment of the Small and Medium-Sized Industry Development and Support Administration (KOSGEB)" was prepared and published in the Official Gazette No. 20498 on April 20, 1990.

Established by Law No. 3624 in 1990, KOSGEB provided services and support to manufacturing sector SMEs until 2009. However, with the increasing potential for economic value creation and employment in sectors other than manufacturing, and the demands from SMEs in these sectors, it became necessary for KOSGEB to expand its target audience to include all SMEs.

In this context, with the enactment of Law No. 5891 amending the KOSGEB Establishment Law published in the Official Gazette No. 27219 on May 5, 2009, SMEs in the service and trade sectors were also included in KOSGEB's target audience, establishing KOSGEB as the national organization responsible for all SMEs in Turkey.

By 2017, KOSGEB began focusing on supporting businesses in the industrial sector, particularly in technological areas and domestic production. Today, it continues to provide the necessary support for SMEs to engage in technology-focused production with domestic and national resources.
